TESSADA begins by helping customers define performance and technical requirements and each program's integrated baseline. We develop lifecycle and annual budgets, have them approved, and defend them successfully throughout a program's life. During the acquisition phase our technical
support team is fully integrated with the program office staff to develop performance and technical specifications for major acquisitions, develop performance-based SOWs, and prepare complete competitive solicitations. We also participate as technical advisors/experts to source selection and evaluation boards. Throughout a program's development and operations phases, our integrated program teams provide program budgeting, baselining, earned value management (EVM), test and evaluation oversight, and continuing direct contract administration support.
